Capacity Development Needs Assessment and Planning for LGRDP II Partners on Environment and Climate Change
The general objective is to enhance the capacities of the partner organizations to better respond to environmental and climate change challenges at the local governments’ level. To reach to this general objective, a capacity development program for the partner organizations shall be developed.
The objective of this assignment is to conduct a capacity development needs assessment for the partner organizations in responding to environmental and climate change challenges at the local governments’ level.
Targeted Organizations:
The partner (targeted) organizations are:
- Ministry of Local Government (MoLG).
- Environmental Quality Authority (EQA).
- Municipal Lending and Development Fund (MDLF).
- Association of Palestinian Local Authorities (APLA).
Each of partner organization has direct relation with the local government units as described in the next paragraphs, targeting these organizations will enhance the provided support to the LGUs in the environmental and climate change and will assure the project sustainability.
Outputs:
- Capacity development Needs Assessment report for each partner organization (4 reports: MoLG, EQA, MDLF & APLA).
- Capacity Development Program for each partner organization (4 programs), including HR, organizational, regulatory, legal, institutional capacities among others and recommendations for creating the enabling environment to enhance the implementation of the prepared program.
